Description: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

Solution:

Verify that the user has at least Read and Execute rights to the executable (EXE) that won’t run.

Set User Account Control to Never Notify (Control Panel, User Accounts, Change UserAccount Control Settings. Set DEP to “Turn on DEP for essential Windows programs and services only” (Right-click on My Computer, select Properties or Control Panel, System, Advanced System Settings, Performance, click on Settings button,click on Data Execution Prevention tab). Restart the workstation.

Disable the antivirus as a test. If this fixes the error, re-enable the antivirus software. Exclude the Macsql and Macsql\Bin folders from being scanned by the antivirus software.

The file may be blocked by Windows. Right-click on the file and select Properties. Click on “Unblock” if this option exists. If the option does not exist, the file is not blocked by Windows.
