Discussion: Changes need to be made to the Microsoft SQL Server Client protocols but the workstation does not have the Microsoft SQL Server client installed or the Microsoft SQL client tools were removed. Is there a way to access SQL client protocols without having to install the SQL Server Client and Tools?
Solution: Step1: To enable SQL Network protocols on the workstation without installing the Microsoft SQL Server, select Start, Run and type cliconfg, then select OK.

Select a protocol to enable\disable from the right hand side of the screen in Enabled protocols by order:
Please Note: If selecting Named Pipes, also select the Alias tab and remove the Alias before saving any changes. You will need to confirm the Named Pipes protocol is enabled on the SQL server.

Step 2: To enable Network protocols at the server level do the following: From Start, All Programs, naviagate to Microsoft SQL Server 2005 or 2008r2 and select on Configuration Tools, SQL Server Configuration Manager.

As the message indicates that the SQL services must be stopped and started before changes take affect.
