SOAP service works but REST is non responsive

The SOAP endpoints of the webservice respond properly, but the REST endpoint fails to respond at all

The REST endpoint uses the oData protocol, which is provided by WCF data services. This .NET component can be installed separately from the rest of .NET and therefore may possibly be missing. If it is, only the SOAP endpoint will work. Attempts to use the REST endpoint will result in errors being added to the event log indicating the failure to load the assembly Microsoft.Data.Services.

To solve this issue, install WCF Data services from the Microsoft website.
