Error "HTTP 403 (Forbidden) .. You are not authorized to view this page" when starting E-WMS

Problem
When starting E-WMS in Internet Explorer or ERF client, following message
appears:
HTTP 403 (forbidden)
You are not authorized to view this
page
You might not have permission to view this directory or page using the
credentials you supplied.
......
Reason
The default document for the web site is not configured correctly in IIS
Solution
