You must link the function rights you have created with specific roles to allow people with the roles to perform the tasks as defined in the function rights.
To link the function rights to roles, function right 187 – Maintain roles in function ID’s is required. Users with the Administrator and HR role have this function right.

This displays the selected function right.
Select the role which you want to link to the function right. In the example given, users with the selected role will have the function right to create all request types, irrespective of request-type definition. Available role options comprise:
a) roles that have function rights already linked to them, and
b) roles that have no function rights linked and are already assigned only to employees with the Professional role. Roles that can be assigned to employees with the Employee self-service role cannot be linked to a function right, thus, are not displayed for selection.

Role levels determine if a user is allowed to perform the task according to the function right that is linked to the role at different levels of the organization chart.
